The Relais Petite Enfance is a local service, free of charge and open to parents, childminders and children looked after at home in Neuilly-sur-Marne. It encourages encounters and dialogue and helps build social links.
The Relais Petite Enfance is run by the municipal early childhood service, in partnership with the Caisse d'Allocations Familiales de Seine-Saint-Denis.
Childcare is provided by an early childhood educator.

The Childminders' Secretariat
The Secrétariat des Assistants Maternels (SAM), run by the Département of Seine-Saint-Denis, provides information and support to childminders. provides an up-to-date list of approved childminders.
A childminder is a professional who looks after one or more children entrusted to him or her by parents in return for payment. This is an individualised form of childcare that adapts to the needs of each child and their family.
To be able to practise this profession, the childminder has previously been approved by the President of the Conseil Départemental after an assessment by professionals from the Protection Maternelle et Infantile (PMI) - a nursery nurse, early childhood educator or psychologist - who visit the child's home. They are required to complete 120 hours of training.
Administrative procedures
Once the parents have met the childminder who best meets their expectations, they draw up an employment contract together, setting out all the terms and conditions of the childcare and the amount of the salary, within the legal framework advised by the Caisse d'Allocations Familiales (CAF).

Financial assistance
There are various forms of financial assistance available.
Complément libre choix du mode de garde
This allowance is awarded by the CAF for the employment of an approved childminder, subject to a means test. It allows you to benefit from partial payment of the childminder's remuneration (which varies according to the child's age and your income), full payment of social security contributions and a tax reduction.

Allocation départementale d'accueil jeune enfant (Departmental allowance for young children)
This allowance is paid by the Department of Seine-Saint-Denis. It is a monthly allowance paid by the Conseil Départemental to families living in Seine-Saint-Denis who employ an approved childminder. It is awarded on the basis of household resources and the number of dependent children. You don't need to do a thing to qualify: the CAF sends the details directly to the Conseil Départemental.

The Maison des Assistants Maternels
The Maisons d'Assistants Maternels (MAM) offer childminders the opportunity topractice in premises away from their home and to group together there.
MAMs are an attractive way for professionals to work as childminders (teamwork, combating isolation, separating family and professional life), but they are also a popular form of childcare for parents (individualised care for their child in a collective setting).
Developers of MAM projects can benefit from technical assistance and financial support from the CAF. Childminders wishing to set up a MAM are therefore invited to contact the CAF, in particular to benefit from its expertise in territorial diagnosis.

- There are more activities for different age groups, and outings tailored to the needs of small groups.
For parents

- The aid granted is identical to that for employing a home-based childminder, and everything administrative (employment contract, payslip, PAJE declaration) remains unchanged.
- You can take part in the life of the MAM (discussions, thematic initiatives, etc.).
For childminders
- The MAM helps break down isolation.
- Carrying out a group project is professionally rewarding, and working as part of a team enhances your skills and keeps you motivated.
- The MAM enables people who are unable to work from home (because their home is too small or not conveniently located) to do so.

Becoming a parent-employer
Are you looking for childcare for your child and perhaps still hesitating about employing a childminder? Don't be, because choosing this type of childcare means choosing personalised care for your child.
This is a foster care in the home of the childminder but they are often not the only child in the centre, and can therefore have playmates. They can also take part in group activities by attending the recreation days organised by the associations and the Relais (RAM).
