Every Nocéen Vigilant undertakes to :

- Participating in a principle of civic solidarity
- Set up a chain of alerts with the local safety authorities
- Not to intervene in the maintenance of law and order or organise civilian patrols
- Looking after people and property
- Reporting public order problems
- Reporting fraudulent canvassing
- Reporting burglary sightings

- Reporting stray or dangerous animals

Becoming a Vigilant Nocéen

Although urban culture has elevated graffiti to the level of art, anarchic tags have no place on public buildings or private walls.

What are the penalties?

According to article R322-1 of the French Penal Code, the act of tracing inscriptions, signs or designs without prior authorisation on facades, vehicles, the public highway or street furniture is punishable by a fine of 3,570 fine and community service.

If only minor damage is caused, or if the offence constitutes destruction, damage or deterioration, the fine is up to 30 000 € and is punishable by 2 years' imprisonment.

How do I report a tag?

To report a tag, contact the Environmental Technical Centre from Monday to Friday, 8am-12pm and 1pm-4.30pm on 01 49 44 63 40.

The fight against graffiti

Concerned about the cleanliness of public spaces, but also of all public and private property, the town of Neuilly-sur-Marne proposes free removal of tags and graffiti from the walls or gates of private properties under the following conditions:

  • Visibility from the public space
  • Height less than 2 metres

   

To take advantage of this service, all you have to do is report incivilities auprès du service des Dynamiques locales :  dynamiques.locales@neuillysurmarne.fr. An agreement will then be signed authorising the City to intervene and agreeing the general terms and conditions between the two parties. The work will be planned and carried out by the Environmental Technical Centre as quickly as possible.

For everyone's safety

For for safety reasonsWhen it comes to hedges and shrubs planted on our property and encroaching on the public highway, it's up to us to trim them back. Here too, it's a question of safety: abundant vegetation can hide a road sign, a branch can injure a pedestrian, falling leaves can make pavements slippery...

The Highway Code states that under no circumstances, vegetation must not obstruct pedestrians on pavements or interfere with traffic flow.

Penalties

Pursuant to Article R 116-2 5° of the Highway Code :

- With regard to hedges and trees bordering roads, failure to comply with these regulations will be punishable by a fine of 1500 € maximum, which may be increased to 3000 € in the event of a repeat offence (article 131-13 of the Criminal Code),

-Pursuant to Article L 2212-2-2 of the Code général des collectivités territoriales (CGCT), in the event that, after formal notice has been served without result, the Mayor carries out forced pruning work intended to put an end to the advance of private plantations on the right-of-way of communal roads in order to guarantee the safety and convenience of passage, the costs of the operations are to be borne by the negligent owners.

City parking

Parking is organised as follows: odd side from 1er to the 15th of the month and on the even-numbered side from the 16th to the last day of the month.
The changeover must take place on the last day of each period between 8.30pm and 9pm. However, despite several reminders, cars parked on either side of the streets are obstructing traffic and, above all, the passage of the road maintenance and Sepur lorries responsible for street maintenance and refuse collection.

Penalties

The forces of law and order and public highway patrol officers are responsible for ensuring that this order is complied with. Violations of the provisions of this order will be recorded and punished in accordance with the laws and regulations in force.
Failure to comply with the ban on stopping and parking defined in articles 3 and 4 is contrary to articles R 417- 3 and R 417-6 of the Highway Code. Failure to comply with the ban on stopping and parking may be considered a nuisance or a major nuisance within the meaning of articles R417-10 and R 417-11 of the Highway Code. Infringing vehicles may therefore be impounded.

Have you thought about the consequences if one day this incivility prevents an emergency service from getting through?

  • Obstructive parking on pavements, pedestrian crossings, cycle paths, etc. : 135 € fine and possible impoundment
  • Non-respect of alternating parking : 35 € fine

The municipality does not encourage the systematic use of fines, and there are no quantified targets. The aim is to look after the general interest and ensure that people live well together. The ASVP (public highway patrol officer) service will always try to act with discernment and therefore only issue fines when necessary. We are counting on your understanding and good citizenship.
