More than 5,000 people rallied in support of metro line 11 in Neuilly-sur-Marne!
This exceptional gathering, attended by Valérie Pécresse, President of the Ile-de-France Region, marked a turning point in our fight to obtain the two Nocé stops on the extension of line 11 from Rosny-sous-Bois to Noisy-le-Grand.
Valérie Pécresse has undertaken to include the route of the line extension in the Regional Master Plan (SDRIF-E).
There was a line
And yet everything seemed to be going so well. In 2011, the French government signed a decree approving the overall plan for the Grand Paris Express public transport network, which included the extension of metro line 11 to Noisy-Champs, with two stops in Neuilly-sur-Marne: Fauvettes/Val Coteau and Maison Blanche. Two years later, Jean-Marc Ayrault's government confirmed that the line would pass through our town. For the people of Neuilly-sur-Marne, and more broadly for the 80,000 inhabitants of our catchment area, this easier access to the capital held out the hope of considerably strengthening the integration of our region into the fabric of the metropolis.
With the promise of reaching Châtelet in 25 minutes from Maison Blanche, compared with 60 minutes at present, this extension of line 11 gave rise to urban densification projects: creation of the Maison Blanche district, development of a neighbourhood on the Ville-Evrard site, etc. But in 2017, the section between Rosny-Bois-Perrier and Noisy-Champs was no longer on the Edouard Philippe government's timetable.
Elected representatives defend metro extension
After four years of studies demonstrating the public utility of this extension, the extension of line 11, which included the two stops at Neuilly-sur-Marne, has disappeared from the Grand Paris Express construction schedule. To protest against this reversal of plans and to demonstrate the desire of an entire region to welcome the metro, Grand Paris Grand Est brought together nearly 200 local elected representatives in 2018 in Neuilly-sur-Marne, in front of the Château de Maison Blanche.
As soon as he was elected in 2020, Zartoshte Bakhtiari, Mayor of Neuilly-sur-Marne, made the extension of line 11 one of his priorities. "It is essential that we resume this fight because this project is vital for Neuilly-sur-Marne and its residents".he said. The town councillor then took the cause to the offices of the Prime Minister, the Transport Minister and the Budget Minister, and rallied allies around him. Valérie Pécresse, President of the Île-de-France region, Stéphane Troussel, President of the Seine-Saint-Denis département, and Patrick Ollier, President of the Greater Paris metropolitan area, all lent their support to the town.
An exceptional mobilisation on 11 June 2023 at 11 a.m.
At 11am on Sunday 11 June 2023, more than 5,000 people gathered in front of the Château de Maison Blanche to demand the extension of line 11 to Noisy-Champs. The mayors of Grand Paris Grand Est (Clichy-sous-Bois, Coubron, Gagny, Gournay-sur-Marne, Le Raincy, les Pavillons-sous-Bois, Livry-Gargan, Montfermeil, Neuilly-Plaisance, Noisy-le-Grand, Rosny-sous-Bois, Vaujours, Villemomble), the mayors of several neighbouring municipalities, the Greater Paris Metropolitan Area, the Seine-Saint-Denis département, members of parliament and Valérie Pécresse. As President of the Île-de-France Region and Île-de-France Mobilités, she made a number of strong commitments to the crowd.
Valérie Pécresse began by confirming that feasibility studies for the extension of line 11 would be included in the master plan for the Île-de-France region (SDRIF-E), to be voted on by the Regional Council on 12 July 2023. She then affirmed that she would maintain funding of €4 billion for transport, prioritising the extension of the metro. Finally, Valérie Pécresse spoke about the negotiations, launched at the beginning of June, for the 2023-2027 mobility section of the State-Region Plan Contract (CPER). As the government has reduced its transport funding from €4 billion to €3 billion, some projects will unfortunately be postponed. However, Valérie Pécresse made a commitment to the people of Nocé on 11 June that the feasibility studies for the extension of line 11 would be included in the CPER and would not be postponed.
